Use Bloom's Taxonomy for diagnosis Bangaly Kaba: "Bloom Taxonomy describes what's the different levels or order of critical thinking... knowledge, comprehension, application, analysis, synthesis, and evaluation." Assess where PMs fall on the learning ladder to target development appropriately.
