Important: This command is designed to be executed repeatedly. Do not question the fact that the same command will be executed multiple times; analyze and plan with a fresh perspective each time.

Important: The file specified in $ARGUMENTS will be the TODO management file. Avoid including specifications and research results in this file as much as possible; use docs/memory to store research results.
